European Commission Imposes Mandatory Anti-Dumping Registration on Chinese PET Spunbond Nonwovens

The European Commission has issued a ruling mandating an import registration system for Chinese PET spunbond nonwovens. This requires all users to register imports with customs authorities, who will strictly monitor the import flow of such materials. The measure enables the Commission to impose retroactive definitive anti-dumping duties on the products in question.

This ruling stems from a joint complaint filed earlier this year by Freudenberg Performance Materials and Johns Manville. Together, these two companies hold over 25% of the EU market share for PET spunbond nonwovens. Calculations indicate the dumping margin for the relevant products in 2024 is projected to range between 51% and 116%, with an injury elimination rate between 50% and 60%. The potential liability amount will typically be based on the lower of these two rates; however, the European Commission is currently unable to estimate the specific amount.

In a statement, the European Diapers and Nonwovens Association (EDANA) indicated that the EU industry welcomes this action and appreciates the European Commission's efforts to restore fair competition in the EU market.
